Abstract

An unprecedented transformation of work is underway due to artificial intelligence (AI) and automation, raising urgent questions regarding workforce futures. This inquiry examines these unprecedented changes in the nature of work, the evolution of skills demand, potential displacement effects, and evolving avenues for public policy and private governance. Historical perspectives clarify how contemporary trends in AI compare to earlier bursts of technological innovation and highlight relevant theoretical frameworks.

Multiple interrelated changes characterize the contemporary AI and automation landscape. First, the capabilities of AI—defined as a computer system performing tasks generally requiring human intelligence—have advanced rapidly across numerous dimensions. Core functions such as perception, reasoning, and learning are being incorporated into systems used in millions of workplace environments. Second, there is increasing automation of not only physical but also cognitive tasks in clerical and professional functions. The automation of cognitive tasks has historically been negligible. Third, the introduction of integrated systems that combine different types of AI functionality accelerates change across many sectors. Such architectures combine diverse functionalities in the same system, the most prominent being deep learning and reinforcement learning. Fourth, organizations are shifting toward new modes of work design that redefine the relationship between human workers and automation. Previously, analysis focused primarily on one task, a job, or a process. Current models emphasize the fluidity of work and reconfiguration of time and space across multiple dimensions.
